Mass Save / Residential Construction Services (RCS)

The Mass Save / Residential Construction Services (RCS) is a partnership between the Massachusetts electric and gas energy efficiency program administrators, energy efficiency service providers, and the Massachusetts Department of Energy Resources (DOER). The Mass Save / Residential Construction Services (RCS) program is designed to help customers identify energy efficiency improvements that may help to reduce energy consumption and improve environmental impacts.

Eligibility Requirements

Listed below are the minimum requirements that contractors must meet to be eligible for work as a subcontractor in the Mass Save / Residential Construction Services (RCS) program as administered by Conservation Service Group (CSG).

All Contractors

Insurance

* Workers Compensation ( $1,000,000)
* General Liability  ( $1,000,000)
* Automobile ($1,000,000)

(CSG,  National Grid, and NSTAR must all be listed as Certificate Holder.)

Scheduling

* Must have a working fax and Email address

Weatherization Contractors

License

* Must have an Unrestricted Construction Supervisors License (CSL) or Insulation Specialty License (ICSL). Information can be found here.

* Must be registered as a Home Improvement Contractor (HIC). Information can be found here.

Lead Safety

* Must Have a Lead Safe Certificate. Information can be found at here.

Weatherization Boot Camp

* Crew Chiefs need to complete all of the requirements for the following designations of the Weatherization Boot Camp: Basic and Advanced Air Sealing, Basic and Advanced Insulation.

Equipment

* Must have a blower door and have the ability to blow cellulose insulation.

Electrical Contractors

License

* Must have a Masters Electrician’s License.

* Must be registered as a Home Improvement Contractor (HIC).

After these minimum requirements have been met, contractors interested in working as subcontractors to CSG need to set up an appointment to review program technical standards and operational procedures.
